This councilman thinks the preemption law in PA doesn't apply to city parks because, according to the article, PA prohibits guns in state parks except in certain areas and for hunting, so his law mirrors the language in PA state law. Fortunately Ohio doesn't have that problem.

I doubt it. City park <> State park. PA courts have already struck down "no guns in city parks" laws in Erie (Dillon v. City of Erie, 83 A.3d 467), Lower Merion (Firearm Owners Against Crime v. Lower Merion Twp., 151 A.3d 1172) , and Harrisburg (U.S. Law Shield of Pa., LLC v. City of Harrisburg -- later dismissed for lack of standing, but not over the invalidity of the law, so if a city resident or person actually threatened with the charge were to sue, Harrisburg would lose).
