BS. If their top priority was the safety of the shoppers then they wouldn't seek to make defenseless targets out of them.
Interesting they didn't make a fuss that the robbers were carrying illegally, or ignored the signs.

If the armed citizen hadn't been there or had obeyed the sign, the unarmed Good Samaritan would've still been shot and killed, plus who knows how many other people once the shooting started. It sounds like they care more about what happened to the murderer than the victim.
