Well then...

Just from the video, it doesn't appear as if arresting them was first priority

But without knowing more details, it's hard to make a judgement from the video

I don't like this. There is quite obviously a substantial portion edited out right before the officer starts punching the guy. Not only does the nearest officer instantly change positions, but a third officer suddenly materializes out of nowhere. That doesn't mean the officers were justified, but it clearly shows that something is missing, and there must be some reason it was removed.

Why do news agencies keep publishing these obviously "doctored" videos?

Sensationalism would be my guess. Publish something that will incense viewers and they will watch. Basic tabloid journalism - no one is seems to be above it anymore
