It would be the PD that would have to pay you would think, they caused the injuries, all the bank did was call in a suspect, true he did not match the robbers description, the police should have been more vigilant.

I'm guessing that its the taxpayers of Miami who are paying it.
The government, or anyone else for that matter, doesn't have the right to tell me what i need or don't need.
