He had an interesting comment about putting on an application the date and time of your future mugging. How about this: I have a confidential informant that tells me I will be attacked with an assault weapon by drug dealers next week...it's good enough for a no-knock warrant it should be sufficient for a concealed carry license.

Didn't the 9th circuit already rule "May Issue" is unconstitutional under Heller?

Yes, but that only applies to....

District of Alaska
District of Arizona
Central District of California
Eastern District of California
Northern District of California
Southern District of California
District of Hawaii
District of Idaho
District of Montana
District of Nevada
District of Oregon
Eastern District of Washington
Western District of Washington


The rest of the states/disctricts can still restrict May Issue since the Supreme Court hasn't taken a case dealing with possession outside the home.
