The university portion of HB 48 is the one part I am not pleased with overall. It will give the university the ability to continue to completely deny the right to carry simply by not writing the policy.

I want to take out statutory "no carry zones" from the books. If I can't carry in a location, then post an obvious sign stating such. As a law abiding citizen, I will obey by either disarming or simply not entering the building.
(5) Any premises owned or leased by any public or private
college, university, or other institution of higher education,
unless the handgun is in a locked motor vehicle or the licensee
is in the immediate process of placing the handgun in a locked
motor vehicle or unless the licensee is carrying the concealed
handgun pursuant to a written policy, rule, or other
authorization that is adopted by the institution's board of
trustees or other governing body and that authorizes specific
individuals or classes of individuals to carry a concealed
handgun on the premises;
Emphasis is what would be added to the current statute.

All this bill lets OSU do is to allow CC on campus if they so choose. Which will happen right after Obama eats a pulled pork sandwich with Wayne LaPierre.

does the proposed bill allow OSU to disallow lawful persons from leaving their handgun secured in the vehicle on campus? Looks like it could be interpreted that way

No. The original language about leaving a handgun in a locked vehicle is still there.

I waited a bit & reread the portion cited. I now see 2 sections of ''unless''. Perhaps I read the proposal as, you are allowed to do this (leave in vehicle) unless OSyou's says you cannot carry CHL. Therefore a link between OSYous saying ''no'' would equate into you cannot leave the item in your vehicle. The re-read cleared it. I was thinking it would be too big a juicy worm for OSYous to pass up if so thanks!

Yeah under the proposal a college or university can say Yes, but they cannot say No. Or more accurately, of course they can say No but it's legally meaningless because nothing changes from the way it is today.
