I talked to Jason at the AG's office and got this info:

Sheriff's place an order for CHL manuals each quarter.

If they run out, they can order more at any time...IF the AG has any in stock.

Jason is not aware of the AG running out of stock anytime in the recent past, but I did not ask him to check.


So, going forward, if your Sheriff doesn't have any manuals, don't ask them when they will have some.

Instead, ask them when they placed an order for more.

If they haven't ordered more, ask them why? It doesn't cost the Sheriff anything.

I vote for the state to be required to supply the handbook in .pdf form only. If we want a smaller, cheaper government, lets start here. If instructors need to print the current version for class, so be it and up charge the student.
