I'm sorry for your loss. I still miss my dad after almost 30 years. I'm not going to offer advise on the Mosins because I'm conflicted. On the one hand I think sponsoring an Appleseed event would be the way to go but on the other hand I collect Mosins. Regarding Mosins they are no longer available in bulk or inexpensively. If you do not already have them on hand finding a couple hundred of them will be a challenge and with shipping will probably run $200 each.
