I had a legally blind student last yr. Asked the Sheriff Office in Lucas Co and was told if I gave him a certificate he had to give him a CHL. I did, they did.

I've heard of only one case where an applicant had an issue getting a CHL in Ohio because they were legally blind. I never did hear the outcome, but I suspect they eventually got their license. I know they were looking to find a way to deny me until they found out I had a lawyer ready to deal with it if they did.
