To enact section 2923.26 of the Revised Code to prohibit any transfer of a firearm from a person who is not a federally licensed firearms dealer to a person who is not a federally licensed firearms dealer unless the firearm is transferred through a federally licensed firearms dealer, through a state or local law enforcement agency, or pursuant to a specified exception; to require that background checks be conducted when a firearm is transferred through a federally licensed firearms dealer or through a state or local law enforcement agency; and to provide for recordkeeping with respect to information obtained pursuant to such a background check.

Yeah this bill needs to go down in flames too.
So... if I want to instruct someone on the use of firearms and let them use my firearms to learn, I have to do it at a "At a shooting range located in or on premises owned or occupied by a duly incorporated organization organized for conservation purposes or to foster proficiency in firearms;". Setting up targets at home and allowing the student to use my firearms would be illegal.
LOTS of other BS in that bill but that one jumped out.

Well Washington State pretty much made training illegal last year. Before one could even hand a firearm to someone they had to send the student through a background check. Gun ranges with FFLs would have no problem doing that but the average instructor has no means to accomplish that. That part is beyond stupid. When training a firearm might be passed back and forth dozens of time in a day. Do the pols and bureaucrats honestly expect a BC to be done every time?
Such stupid laws do nothing to reinforce respect for laws and the ones who enforce such laws. Rather they simply push people to ignore such laws and add to the contempt people feel for the laws, the lawmakers, and the law enforcers. And that disregard and contempt will easily spread to other laws.

I totally agree. I even think there was a boycott in Washington by constructor workers as some of their tools became classified as needing background checks overnight. If I recall, the law said something about a background check for any item that expelled a projectile by means of explosion. What's worse is the people voted to pass that one by simply being misinformed on the law as I'm not sure if anyone really went out against it. Of course, if that happened here I'm not even sure if OFCC, BFA, Ohio Carry, etc would even have the combined money to pay for the advertising to go against it. We'd have to get creative in the use of our limited resources.

Just remember, the bill in Washington was a ballot initiative. We have the same potential issue here. It is ridiculous what types of things get done as amendments to the state constitution here: smoking bans, casino gambling, marijuana legalization (maybe). These issues should be done legislatively, not as constitutional amendments,yet anyone with enough signatures (beginning with dollars to collect signatures) can get an amendment on the ballot, where the low information voters will likely decide the issue. Of course this bill is introduced by a low information representative; go figure.

Arizona may have found a way to stop this. Maybe Ohio can do the same.

A ballot initiative can modify the Ohio Constitution to withdraw from any compacts and/or nullify such agreements.
