The sponsoring Rep. is from my area, and is a dingbat of long standing. As a Cincinnati council person she occasionally expressed thoughts that were the equivalent of that Congressman who thought Guam might tip over if we stationed more troops there.

Reece also stood on the House floor with a bag of Skittles during debates on HB 203 last session as I recall.

Really wish I could locate some of the more jaw-dropping quotes from Ms. Reece while she was on Cincinnati city council. A couple of them were all-time keepers, to reread or replay on those days when you're feeling a little sorry for yourself and need assurance that you're far from the dumbest, most useless person in Ohio.
