It's not so much so that it can not write any law, but that such would have to do so on Amendment basis, or to assist in the authority granted to the fed gov't to regulate interstate commerce, bring high-seas pirates, counterfeiters and traitors to justice without infringing on basic human rights, especially when they are forbidden by the Amendments, or some subsection in the Constitution.

The states were supposed to be the focus of regulating laws for itself, providing that they do not contradict the US Constitution in any way.
