Wood County Requiring Some Certificates for CHL Renewal

One of my students reached out to me on Facebook today and asked if I had a copy of her original training certificate on file that I could send her. She stated that she needed it to renew her CHL. I responded and informed her that she shouldn't need a certificate - either the original or a new one for updated training - because Ohio law now only required her to show her previous license in order to renew. I thought that was the end of it.
But a couple of hours later, I received a call from the Wood County Sheriff's office. The deputy stated that she was calling to explain that due to the recent prosecution of one or more CHL instructors for improperly-issued certificates, that they were requiring renewal applicants to submit their original training certificates in order to prove that they did not receive it from one of the blacklisted instructors. Apparently they're only doing so for those renewal applicants who are not already in Wood County's system. In my student's case, she applied in Wood County originally with the certificate that I had issued her, so she is good to re-apply without further ado. But it sounds like anyone applying for renewal in Wood County with a CHL issued by another county will be required to produce their original course credentials.
Now, I don't want to tattle on Wood County Sheriff, since in my experience they're typically excellent at the application process and very supportive of citizen carry. But frankly, I don't think this jives with what ORC 2923.125 requires. So, if anyone has the time and inclination to dig further, I'd be interested to see what comes of some follow up.
