Wood County Requiring Some Certificates for CHL Renewal

One of my students reached out to me on Facebook today and asked if I had a copy of her original training certificate on file that I could send her. She stated that she needed it to renew her CHL. I responded and informed her that she shouldn't need a certificate - either the original or a new one for updated training - because Ohio law now only required her to show her previous license in order to renew. I thought that was the end of it.

But a couple of hours later, I received a call from the Wood County Sheriff's office. The deputy stated that she was calling to explain that due to the recent prosecution of one or more CHL instructors for improperly-issued certificates, that they were requiring renewal applicants to submit their original training certificates in order to prove that they did not receive it from one of the blacklisted instructors. Apparently they're only doing so for those renewal applicants who are not already in Wood County's system. In my student's case, she applied in Wood County originally with the certificate that I had issued her, so she is good to re-apply without further ado. But it sounds like anyone applying for renewal in Wood County with a CHL issued by another county will be required to produce their original course credentials.

Now, I don't want to tattle on Wood County Sheriff, since in my experience they're typically excellent at the application process and very supportive of citizen carry. But frankly, I don't think this jives with what ORC 2923.125 requires. So, if anyone has the time and inclination to dig further, I'd be interested to see what comes of some follow up.

I suspect this is one of those situations that the law never contemplated and the sheriff is trying to make do. Arguably if you got your original CHL on a bogus certificate then the CHL was never valid to begin with thus its ability to be used for a subsequent renewal is presumably null.

Here’s what I can see happening. The sheriff will continue as is until someone really pushes the issue. A sympathetic lawmaker will be contacted and legislative authorization for him to do this will be enacted as part of some other bill. After all, nobody wants people to have licenses that shouldn’t have them.

IMO it falls to the original issuing Sheriff to revoke the invalid licenses, and in every story I read about bad certificates that is exactly what happened. The Sheriffs involved required anyone issued a license tied to a bogus certificate to get re-certified and the original license was revoked.


This Sheriff may have good intentions but he is not following the law. What is his next step, requiring any new applicant to provide further verification beyond their certificate that the course they took met the guidelines?
Ignorant or Stupid, I'm not sure which is worse. If someone were stupid, at least they'd have an excuse for all the dumb things they say.

At one point several sheriffs in the NW area were doing this. Fulton had it on there site, Lucas was demanding it but Henry wasn't. Must be something in the water. I did send Lucas and Fulton SO a letter informing them there weren't in compliance with current law. Waiting on the response but not getting one, I called and went to Henry and was in and out in a few minutes, three days later they called me to pick up, a short time later we moved from Fulton to Lucas and I called the Henry co SO and informed them of my move and she said give me your new address and I'll send you a new one reflecting your new address. Can't beat that.

I never got a response from Fulton or Lucas.
