I had to renew in Trumbull County a few weeks ago. My initial license, and first renewal, were not in Trumbull County (I was on active duty in the U.S. Army at the time, and my legal residence was Washington County). Their website says it is treated as a first issue - must have competency certification, photos, complete addresses, etc. I was able to use my military DD 214 and Officer Evaluation Report (showing I was a training officer for the M9 range) for competency. So, two weeks later, I got it. But, not real happy that they seem to be putting additional requirements in place.

That is B.S. They shouldn't be able to treat a renewal from a different county as a first license.

They also have this part wrong.
***Certificates of Training are good for 6 years from initial training date.

i went in march to renew, they called me the next day to tell me my renewel was ready.. however my dad and his friend went to get their first to mahoining county and the people there said the certificate they had was not good enough. they did the 12 hours and were turned away... i suppose its hit or miss.. this just happened today...

It depends upon the reason the certificate was declared "not good enough".

So long as the person issuing the certificate has met the guidelines as an instructor, and the person taking the class was given a certificate that indicates training met the Ohio guidelines - the only other reason I can think of is that the date of the certificate was too old to qualify.

But, we would need more details to point in the right direction.

Mahoning County used to have a very bad reputation regarding issuance and renewals.

I've heard great things over the last 12 months or so.
Very fast turn around times.

my dad and his friend just took the 12 hr class split up over 3 days last week. they (sheriffs dept) said the certificate they got was missing a red seal under the NRA logo, meaning they DID not take the 12 hr class, just the 8 hour class. They told them the certificate my dad and his friend got was not in compliance with Ohio law. I don't understand that, he told me he was definitely there for 12 hours and the class was specifically for a Ohio CHL. and cost 120 bucks i believe from an NRA certified instructor in Trumbull (liberty)... I tried to find my certificate, but couldn't to verify whether it is different, i just had it too when i renewed last month and was told i didn't need it but to save it... Mahoning took 1 day for my renewal and i got my original in Trumbull in 2009. weird situation, the instructor even told the class not to go to Mahoning as they cause problems, i think hes gonna go try at Trumbull. i will update you as it seems to be pertinent info if you take a class get a certificate and it is denied...

I strongly encourage your father to contact the instructor and explain the situation.

In turn, the instructor should contact the sheriff to get this straightened out

he went to trumbull county today... no problems what so ever, told em it shouldnt take to long... we shall see...

I know this is an old thread, but I have read through it as it is applicable to my present situation. We just moved from Summit to Portage County and the Portage County website says that they treat renewals from a different country as a NEW license. It seems like they should not be permitted to require this? I still have until April 2019 until my CHL expires.

Lawrence County (PA) treats folks like me who renewed what had been a mail-order licensee as a new application.

I'm not sure of what authority they're using over there, or in Portage, but the only penalty is the time required.

I think you can carry on your old one for a while regardless, but can't swear to it. A straight "same county" renewal likely falls under the Ohio rules, giving a grace period. IAC, don't panic.

(I have to go over to Lawrence County in the next few days. About 30 days at the last (first in-person) renewal. Supposedly they will hand me the new one while I'm there, but 30 days wouldn't bother me.)

When I got my first OH CHL, in 2004, I really wanted it now because we were going out of town over the coming weekend. No such luck :( . There was no grace period for brand new CHL's then....
