Guernsey County Fairgrounds
The fairgrounds are outside the city limits. Does this code still apply to them? Any help appreciated. Thanks

Doesn't matter. R.C. 9.68 applies equally throughout the state...9.68 applies to cities, villages, counties, townships and other public entities.
If the fairgrounds are owned and/or managed by the county OR an Agricultural Society, they cannot restrict firearm possession in any open area, or in any building that is a primarily a shelter, a bathroom or a parking facility.
