After reading through the message boards of various cities, and their park rules, I thought about checking local parks, and their rules.. Well looks like they are violating State law also.. Springboro, and Franklin Cities..
Franklin:
Firearms or Other Weapons - No persons shall carry or discharge firearms, slings, bows or
any other device by which persons, animals or birds may be injured or frightened and no
one shall throw stones or other missiles within, from, to, or on park property.
Springboro:
Prohibited in Springboro Parks:
¾ Camping, except upon written request approved in writing by the City Manager
¾ Playing or practicing golf
¾ Fireworks, illegal drugs, dangerous weapons or glass containers
¾ Alcoholic beverages are prohibited, except upon written request approved in writing
by the City Manager, following approval by Council
¾ Swimming, wading or fishing in park ponds
¾ No person shall hunt, trap or in any way capture, injure, abuse, or chase any type of
wildlife
¾ No person shall remove or move within the park any natural or unnatural
characteristics of the park (i.e. grass, stones, trees, flowers, signs, fixtures, etc.)
¾ No person shall operate mechanical or electrical amplification devices carrying sound
beyond boundaries of the park without written approval
¾ No person shall solicit funds or operate games of chance
¾ No person shall conduct commercial or personal enterprise on Park property without
first receiving written approval
¾ No person on park property shall recklessly cause inconvenience, annoyance or alarm
to any other patron of the park

I like to start passively and let them choose how I respond:
Dear Mayor and/or Council members-
Can you please advise me on the rules regarding firearms at parks in ??<name of city>??
I prefer to openly carry my handgun in a hip holster. I was advised by an acquaintance that firearms are not allowed at the parks, whether openly carried or concealed.
Since this goes against state preemption (ORC 9.68), I was hoping you could confirm for me what the rules actually are.

In these two cities, if you start with Springboro Chief Kruithoff and Franklin Mayor Lipps, you may be able to get some allies immediately on your side.
