549.06 (3) Knowingly fail to report to law enforcement authorities forthwith the loss or theft of any firearm or dangerous ordnance in such person's possession or under his control.

is this preempted?

May want to familiarize yourself with division (A)(5) of ORC 2923.20.

The state law is valid.

The local ordinance is preempted and should be repealed.

The city can still charge a violator under the state law.
