When loading black powder cartridges it is very important that the case is full and the charge is compressed. I have actually seen a muzzle loader that exploded because the bullet wasn't seated against the powder. Same would apply with a black powder cartridge. That is the purpose of using cream of wheat as a filler. I never heard of using it for modern powder and can't see that using it to compress smokeless powder would have any benefit at all, especially for lead fouling. If anything your gun would be dirtier from all the ash from the burned up C.O.W.
