Open Carry is carrying a firearm unconcealed in Ohio. OC does not require a concealed handgun license, but the practice requires intimate knowledge of the law since there are places and situations where OC is prohibited but carrying concealed would be permitted. OC is also likely to attract attention. This forum is for discussion of OC, not for debating the pro's and con's or coordinating any type of protest events.
This article also mentions a few cases of pranks like a guy arrested for breaking into a fake ATM, but it's primarily speaking about open carry incidents.
Some in law enforcement said there is a growing trend of people testing them.
Officers said more people are attempting to bait people into violating their rights so they catch it on camera, and in some cases, cash in.
“If law enforcement is able to use bait cars to lure criminals into doing a criminal act, then I don't know I'm against an open carrier into luring a police officer into harassment,” Noice said.
So by adapting, hopefully they mean training about what the law is?
I wish people wouldn't bait Police Officers. They are only doing their jobs and could be needed elsewhere for something more important. Plus it makes law abiding citizens look bad.

NO.
That is NOT the goal.
The goal is to stop the HARASSMENT of open carriers.
We want:
"Hello, sir. We got a call about a man with a gun."
"Yes, officer. That was probably me since I have a rifle slung over my shoulder."
"Have you committed any crimes with that?"
"No."
"Have you pointed it at anyone or fired it within city limits?"
"No."
"Okay. Have a nice day."
...as opposed to being approached at gunpoint, proned out with a knee on our neck, cuffed & stuffed, searched illegally, threatened, coerced, and having our property confiscated.

There is certainly a difference between trying to bait police officers and exercising your rights for education of police officers.
I would not condone carrying openly to just test officers in order to get them to slip up. It's one thing to have an encounter, and then try to make sure it does not happen again with that department (through education of that department). But to just try to get a "payday" for the sake of taking my tax dollars angers me.

The mere act of open carrying shouldn't be lumped in with mr. pee-bottle fake... pretending to do an illegal act is different from doing a lawful act and getting harrased about it...
