Have him get the CHL, it takes too long to get a UPIN, way easier to take the class and apply for the license.

Then go to a gun store that accepts it as proof of NICS.

The CHL does not always work. It is at the discretion of the dealer. I was in Fin Feather and Fur the other day and they told me that they do not allow a CHL to be utilized on the purchase.

The Fin still uses a paper 4473 and insists that NO postal abbreviations are allowed despite what it says on the form. I could see that the Fin doesn't even know that CHL can be used.
