In Kalida, OH for the weekend where the Lions Club is putting on their Pioneer Days festival in the middle of town and on all the barricades blocking off the affected streets they have photo copies of the standard gunbuster signs stating no CCW even with valid permit.

It would depend on the agreement with the municipality, and whether the Lions Club is "a private *** entity leasing land or premises owned by *** a political subdivision of the state[.]" R.C. 2923.126(C)(3)(a). You would need to request the paperwork from the municipality.
