I believe counties and cities can pass laws as long as they are not in conflict with state law.
Townships (and villages?) can only pass laws specifically authorized by state law.
For example, a city can pass a law against the discharge of firearms. That is not in conflict with state law. However, a township cannot pass such a law since there is no specific authorization for them to do so.
