Maybe a suppressor would solve the issue?

I believe counties and cities can pass laws as long as they are not in conflict with state law.

Townships (and villages?) can only pass laws specifically authorized by state law.

For example, a city can pass a law against the discharge of firearms. That is not in conflict with state law. However, a township cannot pass such a law since there is no specific authorization for them to do so.

Counties can choose a limited home rule form of government. Summit and Cuyahoga have done so. They can pass their own laws.
